Stephen Lotinga

Chief Executive

Stephen Lotinga is Chief Executive of the Publishers Association, joining in 2016. His career has spanned the private and public sectors including previously in government as Director of Communications to the Deputy Prime Minister and Deputy Director of Communications for the Government. Stephen has worked as Executive Director of External Affairs and Strategy at PHSO, Managing Director at Edelman, and Managing Director and Partner at Bell Pottinger. Earlier in his career he worked for the Liberal Democrats as a Senior Policy Advisor, including leading the team of advisers in 2010 who successfully guided the Party into the first coalition government in half a century. Before that he worked as DCMS Policy Adviser to the Liberal Democrats where he was originally introduced to the world of publishing, intellectual property and the wider creative industries.

Mark Wharton

Director of Operations

Mark Wharton is the Director of Operations for The Publishers Association joining early 2008 following three years as Operations Manager at The Professional Contractors Group (PCG), a trade body for freelance workers. Mark spent close to 20 years in the finance sector working for Barclays Bank PLC, with his last role as a relationship manager for high net worth individuals. His role at the PA encompasses many functions including finances, membership, product development, premises and HR.

Dan Conway

Director of External Affairs

Dan is the Director of External Affairs at the Publishers Association. He leads the team responsible for external affairs, including in the areas policy, public affairs, communications, media relations, research, statistics, & piracy. He previously spent over 8 years in political consultancy, advising clients on a cross-sector basis including advising many FTSE 100 companies at Board level. He specialised in government relations, regulatory affairs and political campaigning. Aside from consultancy work, Dan has spent time in-house as Head of Public Affairs for a leading telecommunications company, worked for a Member of Parliament, and for a public sector lobbying organisation seeking regeneration funding for East London. Dan has a degree in English Literature from Magdalene College, Cambridge.

Ruth Howells

Deputy Director of External Affairs

Ruth joined the Publishers Association at the end of 2017 and leads the organisation’s external communications activity. Prior to working in the publishing sector, she worked in the central communications and marketing team at UCL (University College London) for 10 years in different roles, including as Head of Media Relations. She has also worked in NHS communications roles and as a journalist.
