After Gowers

UKIPO : consultations continue on proposals for implementation of more immediate recommendations in Gowers relating to copyright exceptions.  The PA is responding to the All Parliamentary IP Group's consultation on the Review's effectiveness two years after the event, particularly on enforcement and anti-piracy. 

STM in Europe

Following a successful bid for EC funding in October 2008, the Publishing and the Ecology of European Research (PEER) project which APD supports could become the most comprehensive 'observatory' on the impact of self-archiving yet attempted.  The project should bring adversaries closer, and generate primary evidence on the impact of green OA.

European Digital Library

European Digital Library Europeana launched on 20 November 2008, but crashed on 21 November due to overwhelming demand.  It plans to be back in mid-December 2009.

VAT in Europe

An EC Communication was published in July 2007 “to launch the debate”, but we anticipate no change to the UK's zero rate on books for the foreseeable future.
